Track quota usage

The usage snapshot reports every configured product quota for the org resolved from your credential.

Each limit has a stable metric, its configured limit, and an optional current value. Occupancy-based quotas include current; rate limits do not.

Metric	Meaning
`runs.start.rate`	Run starts allowed per minute.
`volumes.bytes`	Committed volume bytes and the configured storage cap.

When a request is rate-limited, wait for the response’s Retry-After delay before retrying. A storage quota remains full until data is removed or the limit is raised.
